The first important thing to note is that TikTok ads can only be interactive (playables) by using Pangle as the distribution network. Pangle currently does not operate in the United States, so if that's where your primary audience is and you really want interactive ads, TikTok is not the channel for you.
Follow the steps below to create a playable TikTok ad.
Step 1: Create Campaign
To get started, click the Campaigns tab at the top, then select the Create button and choose Advanced.
Step 2: Campaign Setup
Now you’ll specify the details of your ad campaign at three levels, similar to how it’s done in Meta Ads. You’ll specify the Campaign criteria (advertising objective and settings), then the Ad Group criteria (app destination, placements, targeting, budget, and bidding), and finally the Ad criteria ( ).
First, choose your objective and campaign type:

Step 3: Ad Group Setup
In the Ad Group section, you can add the app download URL if the campaign type was set to App Install. You can paste the link that directs to the app download page in the Apple Store or Google Play Store. You can also add a measurement partner product if you’re using one.
Now that you’ve added your app destination, you can click Refresh back at the App dropdown to find your new App option.
Under Placement, choose Select Placement and be sure that Pangle is selected. Pangle is the only method for delivering interactive ads on TikTok currently.
Then choose the Targeting, Budget and Bidding options best for your campaign.
Step 4: Ad Setup
Finally, under Ad, be sure to specify in Ad Details that you’re using a Single Video. Then, under Ad creative, be sure to upload an initial video and add text. Note TikTok users will only be able to interact with your playable ad after watching this initial video, so keep it very brief to get them interacting with your ad ASAP.
Below Tracking, you’ll see a collapsed Playable menu. Open it up and either Upload your zip file from your computer or add it from your Creative Library.
Upon clicking Submit, you’ll be asked to add funds to your balance if you haven’t yet. Be sure to include enough funds in your balance to cover your expected spend for the campaign.
Step 5: Finished Ad
